It falls under harassment, the reason for this is because 9 reports do the same thing as one report. Which is flag a game for that player for review.

Yes, some reason Rito thinks someone running down mid int feeding and reaching 20 deaths in first 5 min of game is cool but if you ask team to report them you get banned. They will then tell you "working as intended" and to kiss their @$$'s when you get banned.
