What to do about bad internet?

I've been living at this location for a year now. Horrible internet, HORRIBLE!!! I pay 39.99 for 4 mbs download and 1.2 upload. ISP is called Suite Solutions. Literally the only ISP in my area. Charter delivers a few streets away <.<

I can usually play league fine which is crazy... been having some slow downs and i'm at 1.85 mbs download according to my speed test... and they won't do anything about it :o gave me some wrap arounds about my router being the issue (it's not)

So what would you guys do? Just go cave man and not have internet at all or pay the big man for table scraps?
