Keys are random. some weeks i get 1-2 a week, others, I would be lucky to get 1 key a month. It is totally random, not based on how you play.
Its possible to get 16 key fragments per month. Although i feel like it is very hard.

i want at least 6 keys at month
This month and last month the key drop didn't seem to lower at all. 36 games to get a single key after the reset for this month.
