STARS GUIDE YOU! 
Hey everyone! Since I started playing league back in late season 3, early season 4 I have always been very fond of
thematically, and game play wise. I'm sure everyone is well aware of her current balance state of woe. I intend to post a full rework, and thought process behind it, riot if you see something you like be free to use any ideas here. Before we can talk about her kit I want to talk about dedicated healers, and their role in games. Not only league, but other games as well.
It all started with W.O.W, you would have your tank, dps, and healer holy trinity. (
) From a game play prospective this was all well and fine, as it allowed players to adapt multiple styles of play. Since the holy
was so effective it became a norm or sort of pre-meta. This stemmed off into many other games that we know today. I personally started playing MMORPG's as my first major online experience. I one game that grew on me was Guild Wars Factions. You're average non-bot party line up would consist of 1-2 tanks, 1 healer and or protector, and 4-5 dps (melee or ranged). Wile it was fun, and all smashing the skulls of enemy monsters there came a glaring hole in the game from a role standpoint. There were less Monks (aka healer or protector) players than there were Mages or Warriors. This led to parties having to wait longer periods of time between games if there was no Monk available. In most cases a Monk would sit behind the tanks and spam heals or protection magic, and basically carried the party to victory (more so in higher levels of play).
Characters, and champions that are shoehorned into one type of game play can make it so their role is necessary to play the game. My goal with this
rework is to make her less of a "heal me pls" champion, and more of a support the team with a smaller healing or boon theme.
Currently
's kit does two things. It heals, and it heals. I personally think that there is more to
than just healing. I really liked the old Q Starcall that sent stars raining down on minions. Wile it had counter play issues (top lane soraka) I think the spell fit her thematically. The other thing I would like to address is having two spells intertwined. Her current kit must have her land Q in order to heal herself to use W. This forces an all or nothing situation that can be detrimental to gameplay health. I want her kit to be thematically sound, and not reliant on any one skill, I also want to make sure there is "meaningful" counter play, and player interaction. Game play patterns are very important to a champions overall health, and can be grounds for a rework or overhaul.
has only one real decision to make in lane, and most small fights. Do I heal my adc? Is he boosted? 
First let's examine her passive.
What does it do well:
- gives her mobility in tense teamfights.
- meshes with her kit to help her heal priority targets.
- adds a "I'm going to save you" aspect to her kit.
What does it lack?
- Is very shoehorned into supporting her W and E.
- Doesn't offer any healing or utility.
- fails to offer a STARS GUIDE YOU theme.
Personally I feel like her passive should have the blunt of her healing abilities, baring ult.
What kind of effects speaks to you as a player, that screams I heals u n stuff, from a crazy goat lady. 
Passive:

Every 22/18/15 seconds depending on level
's next spell heals her allies in a small circle around the cast spell in addition to other spell effects. This can only effect champions once, and doesn't stack. Enemies caught in the radius take a small amount of magic damage. 25/40/55

summons the power of the stars in target area dealing dot in a 200 radius circle for 3.5 seconds. Stars fall in sets of 12, and silence any enemies hit for 0.5 seconds. (doesn't stack) Each star deals 25/35/40/50/65 damage. (deals 25% damage to creeps, and jungle monsters)
W:
Name: Celestial infusion
Range: 500-800 skill shot
throws a fallen star in target derection. If it hits an ally champion it heals them, but if it travels the max distance it leaves a small healing shrine that can be comsumed for health, and mana. Enemy champions can destroy the shine by stepping on it.
