If two people AFK and one of the team members calls for a surrender what happens if the AFKs join before the reach the minimum amount of required surrenders. They then reach the minimum amount of surrenders and one more.

Are they able to surrender?

well if theyre afk 3/5 "yes" and no one says no then the surrender passes

if they quit and just rejoined the game well same shit
