But think about it, if teemo is worth no gold, and an enemy gets a killing spree for killing him. ALl you have to do is kill the enemy back then you get even MORE gold.

Well, the shut down gold is shared among the whole team, so it is a win win regardless. And after 9 deaths, you are worth only a few gold more than a seige minion (~50 gold)...
