Depends, really. BC is super popular in low elo and people are just bad at dodging. I wouldn't want my botlane to get stomped by a BC so I think the ban is more than fair.
Crurrently, Blitz is actually the 2nd most played supp across elos (Thresh). And 2nd most banned (Malz).
Unlike supps like Malz, though, he is ALWAYS up there in both play and ban.
For some reason, people always think he is just some random bronze supp that is easy to dodge, and does nothing in TFs. At least if you listen to all these "Oh, Blitz is easy to defend against" posts.
Honestly Gragas is a wasted wood v ban especially at low elos. I'd argue Lee Sin is too but that is more debatable and elo dependent.
I hardly ever go mid yet I usually ban Fizz.

if hes on the rise other than that who ever is popular. them not being in my lane has nothing to do with my ban as some time during the game i am gonna have to face them and usually being behind doesnt mean shit especially when faceing fighters.
