Actually, I'm a Top-main, and that can apply to me as well. Even when it's a PRIME opportunity to gank, the JG's I tend to get are often found trying to do one (Or more) of the following:

Counter-JG, and get killed in the process.

Trying to solo an early Drag and are failing.

Arguing with our Mid or Bot.

Refusing to help me because I didn't help leash (We were the blue side of the map, and you started Red! Bot should be the ones leashing!)

Camping bot due to the current trend.
There are countless more reasons I could give, but I think you get the idea.
