There are a lot of Riven mains out there, and a lot of them don't own that skin.
There are also a lot of skin collectors out there, and a lot of them don't own that skin.
Even the skin collectors that dislike Riven strongly probably still want that skin.
Also a lot of people want the skin simply so that hey can say that they have it, because it is a rare as hell skin.
You're assuming that people who hate Riven are the same people who want that skin. You're not the brightest.
I had the option of buying that skin but decided not to for reasons >.>

I have Championship Shyvana and Championship Kalista, so i´m cool. :3
Riven players are what drove me to start maining 
and 
if i'm gonna have to deal with her annoyance every game then people are gonna have to deal with mine!
Though people say 
beats Riven, as much as I try/love Vi I do so bad with her Q_Q
I'm still waiting for a Myst Riven skin. (If I have to tell you why, I will be VERY disappointed in you.)
