It's basically a build that gives him high mobility, high mana regen and health regen to hold a lane very easily even when behind and to suppress his mobility weakness.

0/18/9 masteries (the 10% heal + res keystone) 3% MS runes (2 Quints)

start item 3301 + item 1006 (yes, no pot needed) item 2302 (pretty good on him imo) item 1306 item 3504 and then it's as you wish. I feel like HP and/or armor items are the most needed on him. I often play very cocky on him ( item 3056 item 3050 ) and I reach 500MS/45% CDR.

Wouldn't Bond of stone be better to tank adc harras and later on in teamfights? Oh, heres the build i thought of, tell me if its good: item 3504 , item 1306 , item 3083 , item 2302 , item 3110 , item 3143 maybe substitue for item 3190 for more team protection?

The heal keystone gives 10% more heal on you and your ally and gives him res. It's the most important mastery for Taric.

You can obviously take item 3190 but instead of item 3083 , which imo is not needed because your heals are enough for you. item 3504 is core. item 3742 is also pretty good on him.
