We can buff it when we buff towers to do double damage, have double armor penetration, have a % of their damage as true damage, scale their damage without a cap and not immediately lose their scaled damage but have a cooldown like 10-15 seconds. Then you can buff an item that disables towers.

Why not? It's not like its passive actually matters anymore. Your turrets are already useless (especially so if someone picks Ziggs. Seriously, Riot. What were you smoking when you let him execute turrets?), so the item's just stats at this point.
