Because noone wants a champion that takes vayne's base frame and incorporates aspects of the most toxic levels of nidalee and evelyn ever

irelia was already loved by a bunch of players
kai'sa didn't really add anything new to the game, she was mainly just reused stuff. meanwhile Irelia added some interesting (sort of) new mechanics, with her q resets, passive shield shred and her ult disarm.

Irelia is an old champion, the idea of levitating blades got me. Plus how much mobility she has in comparison, if these two were to fight I'm confident that the Irelia would prove victorious due to her disarm CC. Kai'sa isn't that appealing, to me anyway :p.

Mb cuz Kaisa looks like generic chick from long line of generic black haired chicks? I hardly can tell her apart from vayne. Every effect of her looks like you've seen it already somewhere else and so on.
