If they didn't care. We wouldn't have a game in the first place.
Actually, the folks at Riot care quite a bit. The problem is, you are one person in a massive community. Let's look at the Quinn reworks, for an example. Namely, her Q. They scratch her blind, because blinds are bad and people hate playing against him. Everyone who played Quinn before goes into an uproar, and people play her a little, to test her, but nobody likes her. Riot realizes nobody like blindless Quinn, and gives her a Graves style blind. They would have left her the way she was if they didn't care what people thought of Quinn. I'd direct you to the Cass reworks but I have no clue what happened there since I wasn't playing then.
