It's because Lux is the only proportionally-sized champion in that picture, whereas Elise and Nami have enormous lumps of fat on their chest (breast tissue is around 90% fat, same with someone's butt / hips) despite being otherwise in shape, and have hips twice as wide as the rest of their body. :3

And, mammals generally feed their young with milk from breasts and all that.

She is actually human, just very magical and possessed by the spirit of a spider god which allows her to change form.

Technically she IS a mammal.

Now nami, on the other hand... Those aren't breasts! Just air sacs she uses to control her depth in the water (They get bigger the higher up she wants to be!)
