The problem is that 0/5 is a somewhat extreme example. That person isn't safe farming anywhere unless they constantly have pressure from a player that is doing well (fed jungler, or mid etc). This kind of thing is rare with randoms, which is why playing safe can be actually hard to do.

If someone is 0/5 the best thing to do unfortunately is to actually just stop dying, if possible. Playing safe means to switch playstyles to a more passive approach, as in: try not to trade if it won't go in your favor, builiding safer and cheaper items, trying to farm up anyway possible (jungle camps and lane farm). If somebody is 0/5 they won't be able to even defend that tower anymore, they won't probably be able to stay alive long enough to get the farm to get enough items to be relevant, they're pretty much fucked unless the enemy outplays themselves or the rest of the map has at least some sort of lead etc.

So in a round about way, yes "stop feeding" is the most sound advice when the example is so extreme. Wording it as such should be avoided, because it could trigger them even more than they already are for feeding so hard. It is literally just better to avoid that whole entire lane and get objectives everywhere else, because that enemy laner is most likely bigger than anybody else on the map, and it will just result in more kills for them.
