Most people don't hate Riven because of her abilities.
Most people hate Riven's playerbase.
Remove her q animation canceling and buff her q + passive damage to make up for it. Increase the duration of her w stun. Make her E heal for a portion of the shield on every use. Increase her R size, speed, and travel distance. Congratulations Riven is now the most banned champion in game and even more hated.
One of those changes is necessary though. Animation canceling shouldn't be a mandatory baseline mechanic to be mediocre with a champion (Latency dependence should generally be avoided).
Isn't that pretty much Yasuo's ult already though?
