Tennant was better, but Smith wasn't terrible. He got better at the role towards the end of his run. I think the biggest problem was Moffet. The man makes good stories, but he shouldn't have been put in charge. His ego and desire to turn the series into something different from what it was hurt Smith's tenure and Capaldi's run is looking just as poor for the same reasons. Its a shame, because I think both men could be/have been great doctors under a better creative director.

9 and 10 were the best doctors, in my opinion. 
shame i got in to the show right when tennant was leaving. I liked him for the brief period i saw him. Though i don't have a problem with smith or the new one.
