Activated items not working

when you 1v4 under tower as late game and your and actives refuse to go off and they survive at 1/4 or less hp.

so much rage rito, why u do dis to me?

this would be under bug report, but I have a feeling its just my crappy laptop/mediocre internet lining up and creating an eclipse of response time.

had this under balance and gameplay because its a gameply thing, but rito deleted it and told me to move it to memes and games, though its neither a meme nor game. so I guess its here now.
