It could be worse. Veigar is literally countered by counters, because he can't reach them
I mean, based on how Urgot clearly has the ability to move his legs not in a crablike or spiderlike fashion, he could place one set of legs on the front and then climb up the rest like a normal person would. Urgot would be quite able to climb up stairs as long as he could fit up them, and based on how he could condense his legs, then that makes him able.
This is also Morde's biggest counter.
