If you keep on getting this kind of supports, then you are probably in a low elo (not judging, I'm unranked now and the best I made was gold IV). If you are getting this kind of supports, then I do agree that they should have gotten some extra wards, but I think you should just ask them nicely to get some, and if they refuse, try buying some pink wards yourself. Blaming and flamming them won't help.
