Missing Skill Shots

I was wondering if anyone else has noticed how the bots on Intermediate mode seem to have ESP, when it comes to dodging your shots. I cannot count the times that a point blank shot has missed because they suddenly go all matrix the second i hit the fire button. I was aiming it all day they were not acting squirrely, but i click the fire and look another missed skill shot.
