Garen Bug

So i am playing fizz vs this Garen. Garen cast his Ultimate 2 times without it landing went through the actions and all but sword never fell. Consdiering i used zhonya's and my hop to avoid the first two i was feeling good. Mind you this was all within like 1 min. or less. Then he cast it a 3rd time on me this time bringing that hack lies sword of JUSTICE and killing me. What in the actual hell. Why can he cast his ability over and over just because it doesn't land? Is he so brain dead that it is impossible to miss a shot, or you want him to have Zero skill shot ability? I know this sounds like salt but how is a person supposed to think that it is balanced when one players shots will never miss and the other have to land or be S.O.L. Just not right.
