Shen is literally the opposite of Vayne, a late game HYPER tank, why buff his base stats? He's be OP then.

There is a reason for his low base stats
Assassins have more tank stats because they don't build tank. So if they didn't have decent base stats then they'd get one shot by everything. Tanks don't need high base tank stats because they build tank.
I'd assume it's cause Rito was trying to make him a "shield tank" where his tankiness is based around his shield (a bit like 
and his shield, but in small bursts instead of one big shield after his health drops to a point). Still really dumb to have a tank with such low health and then nerf his health regen, but then again, it was also dumb to get rid of his old Q for the stupid spirit sword mechanic.
Talking about assassins, I'm still here wondering why Kha'zix has lower base AD than ADCs. He's been nerfed across the hoard yet he still has 2017.8 base hp, ~78 base armor, and ~52base mr (mr being the only reasonable base stat).
Like wtf, slap on that 5 per level AD growth that you gave to shyvana and nerf those tany base stats for goodness sake, just stop taking away from the complexity of the champion.
Enough stealing your thread aside, I completely agree with you. It seems like whenever there's an obvious fix to a problem, Riot goes ahead and does the exact opposite of what should be done. Just to change up the meta. The only champions that receive proper compensation are the flashy ones.
omg that was my reaction when i saw leona get changed because "she needs more things to do" or when i saw the nerf to braum on the PBE right now or when i didnt see the pool party skins in the store or when i see everyone keep banning ryz over

Shen is very tanky thanks to his kit, his base stat are not all.
