Here comes the riddle.

I am three, and I am one. Without any, there is none. Azir, Jarvan IV, and Kayle combined, Fulfill a great purpose, erstwhile designed.

If one would be crowned, the others constrain. For none will consent to power obtained. Although forbidden, avarice is hidden. The ever grand purpose is dragged down and chained.

The answer is the United States Federal Government.

I'm guessing the Unites States Federal Government. A little out there, but it makes sense. Three parts of a larger whole that are all required. Kayle, the Judicator, is the Courts, Azir, the emperor is the president, Jarvan, the exemplar is congress

But... How does Jarvan IV represent legislative power? He's a royal figure, which is usually associated with representing executive power.

Is it about the affect of racism, how if one is deemed the best the other groups will be constrained and beneath said race

Like slavery in the states for example

The only connection I could make was that Azir and Kayle were both betrayed by someone close to them. Xerath (his "trusted bondsman") for Azir and then for Kayle (her sister Morgana).
