Here comes the riddle.

I am three, and I am one. Without any, there is none. Azir, Jarvan IV, and Kayle combined, Fulfill a great purpose, erstwhile designed.

If one would be crowned, the others constrain. For none will consent to power obtained. Although forbidden, avarice is hidden. The ever grand purpose is dragged down and chained.

EDIT: The answer to the riddle could be ANYTHING. I just use League to give clues. EDIT 2: ZERO356 has solved the riddle.

The answer is the United States Federal Government.

I'm guessing the Unites States Federal Government. A little out there, but it makes sense. Three parts of a larger whole that are all required. Kayle, the Judicator, is the Courts, Azir, the emperor is the president, Jarvan, the exemplar is congress

Replying to it so I can get my reply in Great purpose is fairly straightforward and it was designed in the 1700s (erstwhile)

The whole point of the branches is to balance each other, so constrained if one gets too strong. The last two lines focus more on the current view of government and corruption in a supposedly moral system. Dragged down and chained could refer to the constant battle b/t parties, specifically a republican congress and democratic president, to get anything done.

Welp. I don't like open-ended riddles where you don't even get a category of what the answer falls under. At least in Jeopardy you can tell whether it's a person, place, thing, or idea.

The only connection I could make was that Azir and Kayle were both betrayed by someone close to them. Xerath (his "trusted bondsman") for Azir and then for Kayle (her sister Morgana).

But... How does Jarvan IV represent legislative power? He's a royal figure, which is usually associated with representing executive power.

Legislative power was the most difficult champion to find. I was thinking of anyone that had to do with the law. I wanted to use Ryze because he carried around a book, but his lore didn't fit. With Jarvan being the exemplar, an excellent model, it was just the closest champion I could think of. I may have been wrong. Maybe there was another champ who would have been better, but it's water under the bridge now.
