How about someone like ryze who shouldn't have one because they devastate if they get in range of anyone as it is.
Lets just make it 100x easier for them.

I like the idea of snowball: a way to engage for tanks and melee champs who normally have issues engaging (

). However, it has become a free mini-burst of true damage and a way to secure kills for most champs. I think that if they removed the damage, it would be used much less often than it is currently. It should be a clutch and niche skill, rather like 
I really wish mark could get restricted to champs who need it to get in close. champs like 
who can jump in, and staff jump out have no need for it and half the ranged champs who use it really don't need it. champs like

who need some help to get close enough to engage (and some poke power so they don't get poked to death -__-) is what it should be restricted to. But no, if anything, riot will just nerf the spell again if causes problems like last time...

Even without spells those champs all have some gap closing abilities. Massive move speed buffs on all of them and even some pretty decent cc. Even if they give chase and don't catch their target, if they fall back they have amazing sustain to bring back the hp they lost making most trades in their favor.
Honestly it does far more damage than good. Playing some mages is now a death sentence in ARAM. 
for instance hasn't got amazing range and only a silence and suppress that also suppresses himself. Mark has taken a lot of the fun out of these champs. You can no longer try to run while keeping enemies at bay with well placed pools and silences. They just snowball on you and the only option is dropping everything on yourself and hope you take someone with you. Not a fun playstyle.
