If you're referring to the gifs, FLCL. It's something Studio Gainax (I'm not going to look up the proper spelling) did after Neon Genesis Evangelion (the anime series, not the movies) on account of how depressing the previous series was.

Course I don't know if that's true. I just remember that from TvTropes.

Also for the uninformed, don't get your hopes up. Basically the only time she wears that outfit, and im pretty sure it is unexplained as to why she comes in wearing it. Still a great anime though
