You can get it. They're re-releasing it. It's just that the people who own the old version will get a special border thing to differentiate.
The Championship skins are not the Victorious skins. The Championship skins can be obtained through special sales or through Mystery Gifts or Hextech.

Frankly, you can keep the crown. As it is at the moment (Last I checked anyway), it looks rather tacked on.
I'd rather have the RP compensation promised to those who purchased limited skins by Riot.
