You can get it. They're re-releasing it. It's just that the people who own the old version will get a special border thing to differentiate.

The Championship skins are not the Victorious skins. The Championship skins can be obtained through special sales or through Mystery Gifts or Hextech.

CS Riven was the only one Limited (rather than the rest which always were Legacy). It is being rereleased, and anyone who had it already will get a border and some special changes to the skin. I don't know if they already said CS Riven will become Legacy or if it'll remain Limited after the Worlds sale.

Frankly, you can keep the crown. As it is at the moment (Last I checked anyway), it looks rather tacked on.

I'd rather have the RP compensation promised to those who purchased limited skins by Riot.

If it's being sold again, it's Legacy.

From Riot themselves.

Limited Edition skins that were once in the store but are not part of these events (Rusty Blitzcrank, Urf Warwick, Championship Riven, Riot Singed). If these skins are ever brought back, they will be treated similarly. Other Legacy skins (Riot K9 Nasus, Zombie Brand, Nottingham Ezreal, etc.), which may still come back into the store from time to time without compensation
