Because Riot knows the Gray Jedi have the best code

plus everyone would join the Balance God/Goddess they would make the most sense

If they keep most of the lore between Kayle and Morgana, a VS event would be perfect for simultaneously releasing their VGU.

But, that also requires they keep most of the lore.
