When the support wants to engage, but, the ADC doesn't want to.

While the support may do all the work, the ADC still does most of the damage (generally). Like it or not supports (not "supports") aren't going to accomplish much when carrying around 300-450 gold worth of dead weight. (>_>)

EDIT: Or you could just have my ADC from last week. They approve me to first time Rakan. Then complain (not suggest, full on BM) I'm not aggressive enough. I start picking more fights, and they complain I'm too aggressive.
