Cassiopeia's rework was so long ago I can't really remember when it was, but in reworking, Riot came to her passive and thought "A lot of players have been commenting how snakes shouldn't wear boots". However, in an attempt to solve one problem , they ignored several others, such as why most ranged carry's items are swords instead of ranged weapons. The only thing Riot got rid of was a perfectly good "snake in my boot" reference.
