To be fair, I think it's still an overall Fizz nerf; his burst pattern is now more heavily tied to his ult, where before he could pretty much one shot you with just his basic spells. Still banning him every game though :P

to be fair his ult was tied to it before this, all his ability came from him being able to hit his ult to get close enough for the dash into e at early points or vice versa depending on the fizz player. Just now they are making him dependent on the ult in order to do all the damage. Just now they are making it statistically dependant

so now it just stops the super fed fizzes late game that murders with his dash or e without R.
