pretty much this is true.
Wild fizz appears on enemy team RRRRRRRRUUUUUUUUUUUNNNNNNNNN!!!!
to be fair his ult was tied to it before this, all his ability came from him being able to hit his ult to get close enough for the dash into e at early points or vice versa depending on the fizz player. Just now they are making him dependent on the ult in order to do all the damage. Just now they are making it statistically dependant
so now it just stops the super fed fizzes late game that murders with his dash or e without R.
