The choice is simple. Save for Ahri. All champions are Ahri in disguise, anyways, so it doesn't matter. Your only choice is Ahri. Submit to the tails.

If you play Annie at all, spend 'em. (Unless you have another preferred Annie skin.)

You gain nothing by waiting and it's not a super chance that out of all 133 (and rising) champs, that Ahri will be the next one.

On the flipside, on the off chance that it's that 1 in 133 (or more), it means you just have a goal to keep earning gems for and each successive gem climbs you closer and closer to that goal, giving you a drive to keep playing, not just "I have everything I want, what now?"

(EDIT: Number should be 133, cause 3 skins exist for champs there already, not very likely we'll see duplicate champs in the gem system.)

Alternative logic: I rerolled skins into Hextech Annie my second time doing so. I've rolled her again since then. (Which had to be ditched into essence or another skin since you can't get the same skin twice.) By logic, you could equally save them for a finite (your choice of timeframe) amount of time hoping you can roll something lucky and not need the gems. (Not the most likely, but hey, it's a thought if you're the gambling type.)
