Why cant Graves have a cigar but Esquire Gragas can have a cigarette?

i think all the Gentlemen skin has some sort of cigar or pipe. But if i remember correctly their reasoning for this is because Gaves is on his default whereas the Skins arent a requirement as in the champion needs to be in the game for all servers/region, but the Skins doesnt really have to be. Still it doesnt make much sense to me. it should either be all removed or not touched. Not some is ok, skin or not!

Because graves cigar was on his default splash and gragas and cho are on skin splashes, thats what they said.
