But shouldn't Tony be Order and Steve be Chaos? Given that the whole premise of the movie is that Tony thinks they need oversight to keep people safe and Steve thinks that they do more good dispensing vigilante justice.
The ironic thing is Captain America represents freedom and thus chaos and Iron Man represents security and order, so the icons actually need to be swapped.
