Well, that's still relevant. They didn't touch his damage since then (one could say it slightly buffed E-AA-Q combo though).

True, but none of Talon actual problems were solved.

If you have quick fingers you can still 100-0 nearly anybody before they can react. (Trivia) Especially considering Talon has possibly the highest base damage burst of any assassin.

"Hard counters" are a kind of trivial thing in my opinion. There still is a large amount of skill and play that comes into the match up.
