I was looking at the stuff for the latest PBE cycle (http://www.surrenderat20.net/2015/08/825-pbe-update.html), and I ended writing a humourous rant post to my friend, which I'll post here.

Rito Games: Buy PROJECT Skins so you can buy more PROJECT Skins, so you can get more PROJECT Skins Goodies! We'll even throw in a First Strike Bonus where you buy more of more PROJECT Skins, to get more of buying PROJECT Skins with Special PROJECT Skins Champion Loading Screen Skins. Don't worry if you don't buy PROJECT Skins right away as PROJECT Skins, we'll disable the PROJECT Skins for 2 days, for which afterwards you can buy the PROJECT Skins for a reduced price, with just regular PROJECT Skins Champion Loading Screen Skins, for a limited time only! Don't forget, if you buy more PROJECT Skins, and your team buys more PROJECT Skins, we'll give you special PROJECT Skins for Minions too! Also help your team enjoy buying PROJECT Skins, with PROJECT Skins synchronised recalls with more PROJECT Skins the better for PROJECT Skins ultimate effects for PROJECT Skins! Don't forget to stock up your PROJECT Skins profile with PROJECT Skins Summoner Icons, and the Optical Enhancer Ward Skin! So buy PROJECT Skins!

Disclaimer: This does not in any way represent an accurate statement from Riot Games. Also, grammatical correctness was intentionally not a focus :P

But seriously, even though the PROJECT package looks awesome, it's a lot of time that Riot spends on making cosmetic things that could possibly be used to bring in more useful features (replays, anyone?)

Basically

Aren't the people who design and code skins onto champions a completely different team that implement and maintain features on the game itself, like a replay feature?

If having more than 25 employees to implement/maintain features is as much as you can have without hindering each other/slowing down the process, but you have enough money to also assemble a team of 25 employees to work on designing and creating champion skins.. then why wouldn't you? Would it then make sense to fuss at your skin design team because the feature team isn't dolling out new features fast enough?

Riot just released the Riot pls blog where they express heavily committing to putting in as many hours as possible fixing up the base code for the game, something that is necessary to maintain game stability for the foreseeable future. I can be patient for new game features knowing Riot is working towards paying off their so-called "tech debt."

Meanwhile, aren't you happy cute (Academy), pretty (Arcade Riven/Final Boss Blitzcrank), and bad ass (PROJECT:) skins are able to be made by a completely separate design team while we wait patiently for Riot to work on their coding issues?

A replay program built into the client is probably a huge endeavor, and not likely one you want artists doing.
