That depends upon the period of history in question; for most periods the Samurai were just mercenaries and not the dictators themselves.

I'd suggest watching Metatron's videos on Youtube on the subject of the ninja.

I'm not denying the fact that samurai regimes weren't brutal and oppressive at many times in Japanese history, but your premise on the ninja is situational at best.

To be fair, Samurai were elite warriors who swore loyalty and pledge their lives to the emperor.
