Why can't we have Star Guardian Urgot

Recently me and my friend went on to play some draft pick. He played Ahri mid and I was the Top laner. The rest of our team were champions who had Star Guardian skins. They told us to play champions with Star guardian skins or they would feed. My friend played Ahri with SG but there are no Top laners with SG. I decided to play Urgot and they were happy about it. Situations like this are why we should have Star Guardian Urgot.
