Reason 1: Because it's their intended champion. Reason 2: Because it's their ban.

Sona Ping put it beautifully, but let me explain it in a slightly different manner.

Everything in draft pick goes in order. Pick intent is exactly that, pick intent. It only means what someone might want to play. You are guaranteed nothing in draft pick. If you lose your pick intent to a ban, tough cookies. If you lose your pick intent to someone higher in the pick order, tough cookies.

--- A lot of champions can be played multiple places. If two members of the team want the same thing, the one that picks first gets it. That's not theft, it's draft. Fact is, you should not be entering queue with a the thought "I want to play X." You should make that decision in draft after seeing what everyone before you did.

--- You: Is last pick You: Hovers Killatron the Overpowered Team: Bans it because if they don't the enemy first pick will take it and you won't get it anyway.

Some people areassholes and get a giggle out of it. Some just hate certain champs and will ban them no matter what. Some people really love certain champs and will pick them when given the opportunity.
