Did you guys know that the burn damage from is actually increased on movement impaired targets? So actually synergizes really well with it; sort of a fire and ice thing ;) EDIT: Please consider that I'm just giving a general tip as opposed to one strictly applying to Vel'Koz before downvoting this >_<

There's two key points here that many vel'koz players fail to realize:

W procs rylai's twice per cast, on a two charge system, giving you potential for four slow applications Pretty sure vel'koz doesn't need to turn to cast his w backwards, making it a fantastic kiting tool for his kit which is already pretty good for kiting

edit: also, the health is nice and the item is cheap

It used to be really good, actually, before they changed how slow stacking and rylai's slow application worked. It's been a long time since then, though.
