If you have recieved a chat ristriction, ranked ban, or 14 day ban (highest possible ban outside of permanent). Those are the things that will deny you the skin. And not everyone recieves it at the same time, I still have not gotten mine yet and I have not been banned once outside of a 1 day ban for having a really bad day.
