Yeah, this happened a couple times to me. Stick the ward just at the edge of the bush and you see that the ward is IN the bush, but whatever reason might've been like 2 pixels off the system doesn't think it's in the bush.....

PROTIP: When your ward will land in a bush, your placement cursor turns green (As opposed to the blue it normally is)

This is why I use quickcast with range indicators
