What about when you offer blue buff and the mid ignores you, so you're like fuck it i don't got time to waste. Then 2 minutes later they go can i have blue.

See, I'm weird. I very often offer blue to mid if they're destroying or ask for it. But I NEVER take blue as mid until the laning phase is over. If the enemy has blue, I'll just take it off of them.
I never ask for blue buff. Because I like to manage without having it in lane. I dunno. I think it would benefit a jungler more for quicker cooldowns and resource regen.
When I jungle, I give them 2 pings when I start it and 2 when its near dead. If they don't react during that time saying they are coming. I take it. If they rage I mute them.
Sometimes even when I don't need it, I don't got all day to sit there. My motto is there is an expiration date on buffs, if they don't make it in time, too bad.
Props if the ADC takes my red when they are losing lane and I can actually be useful, I love that one the most.

I mean, in all fairness (and speaking from a jungler's perspective), there are so few junglers that really need blue buff, and so many mid-laners that do need it (basically any high-frequency caster, or in very rare cases in which he's played, Yorick top), I'll of course take the first one and any they don't clearly need...But I'll usually hand it off to someone else, should they be in the area at the time.
Being also a Fill-Main, I play 
often enough that I will very politely ask for it. Because I'm freaking Karthus. Until you get either a stacked Tear and/or RoA, you're kinda gonna be starved, even with Masteries set up to regen you. Orianna, Lux, Azir, and Xerath also quickly come to mind as people who just need it more than I do.

, and they really don't need much mana past that first clear, even without the refillable potion. With the exception of Vi, who could use it a few times before she's less mana-reliant for both clears and ganks, I rarely find myself starved for mana. Not that it doesn't happen, but the mid-laner can typically use it way more than I can.
Or, you know, any mid laner could build ROA / Tear and never run out of mana again unless they're just spamming spells like crazy.
Jungler (Me): Want blue? ping Mid: I'm fine. Jungler (Me): Dude, I been watching your lane. I 'saw' you running on fumes the last minute before you went B, you're mid Brand and you only have a catalyst for mana sustain, and I'm fcking ZAC. You will TAKE your blue buff and LIKE it.

Actually for whatever reason I really hate going to get blue buff. I almost always tell my jungler to just take it. It's okay, I tend to get one once I kill the enemy laner.
