I assume there is a lore reason why all this happens.

From what I can see, the only logical explanation is that those Targonian Alien God People are going to select "champions" of Runeterra to fight one another for some purpose or other. To help them, they will Weaken/Strengthen them to bring them up to or down to each others levels.
