I assume there is a lore reason why all this happens.

From what I can see, the only logical explanation is that those Targonian Alien God People are going to select "champions" of Runeterra to fight one another for some purpose or other. To help them, they will Weaken/Strengthen them to bring them up to or down to each others levels.

maybe the guys who owns league of legends have rule in the game wlike if a champion is rally powerful he needs to use only use 1% or 0,1% of his powers that example must be champions like Jax Nasus AurelionSol Xerath etc
