Riot just hates the idea of a pet-based champion, so they want to quietly sweep him under the rug, that's why he gets DISABLED whenever he gets a bug and that's why he doesn't appear on the free rotation.

Azir is not a pet based champion, enemies can't interact with his soldiers and they literally do nothing without player input.

Heimer is a different thing in that they are static objects, the only thing similar to Yoricks ghoul (completely mobile and independent pets) would be Malzas voidlings, but Rito hates those too.

I think it's the game's controls that don't let us to really use pets idividually. They are often just free wards, skillshot blockers or even just food for Nunu.
