Demacia: A city-state that with an overbearing government that more or less enslaves the population.
Noxus: A city-state with a government that will kill you if you can't at the very least pull your own weight.

Piltover or Ionia would be my preferred choices. Not because I really like those factions as much, but because they seem to have more comfortable and/or peaceful living (Ionia's kinda fucked up though).
Shurima: an empty city full of ghosts and a extremely nationalistic demi-god as ruler. Besides that, it's pretty aight.
I'd go with Demacia, at least you don't have to work yourself to death to live another day, just have to behave.
There's also the ionia, void, & zaun.
If the "Kill yourself" Option's the shadow Isles I'll pick that one
Honestly Demacia, its the lesser of two evils. Id rather live in a nice secure (albiet strict) society than one i have to look behind me every 5 seconds to make sure there is no one with a knife.
Let me emphasize this, Demacia aint all roses and chocolates either
