There is a sphaghetti code issue in league where the slow amounts cap at 73%(ish) and even know the tooltip says different the slow is capped there.

There's a hard floor on movespeed. You can't be slowed below 110 movespeed.

Once you get slowed enough that your movespeed should be 220 or lower, this formula kicks in:

(Expected Movespeed / 2) + 110 = Actual Movespeed

So if, hypothetically, you had 300 base movespeed and got hit by a 60% slow, you should be slowed to 120. Instead, you end up at 170.

The only exception is if you get nailed with a 100% slow, which actually does bring you to a complete halt.
