She excels at powerfarming (i.e. more difficult to do in the current jungle), and has some of the most lackluster ganks in the game (i.e. a huge weakness in a snowball meta).
She can still 1v1 most champions with ease. She's just not as likely to carry a game.
That said, she's more 'meh' tier than trash tier. Playable.

Doesn't work well at all and hasn't done so for quite a while due to the limitations of her kit can only be considered bad too.
And being able to win 1v1 more easy than other's isn't really something that's particularly great, because you usually need items or stuff anyway, And most people will run if they see you so fights won't happen.
Thus Shyv tries to farm-
But it doesn't work well she can't even clear the current jungle without losing too much health or time, Scuttle is only weak when CC'd and red side deals too much damage forcing her to back more often-

Then the fact that her passive literally requires her to win early so that her team gets map control and take dragons, from my perspective having a powerfarm scaling jungler (that doesn't even scale well!) needing to win early to get any value out of their passive seems really strange.
And so what if she beats most people who are equal to her tho? They can just go gank somewhere, grab a couple of kills and suddenly shyv can't beat them anymore.

A Shyvana can easily dominate a game, assuming her team comes out ahead in drakes (2-3, at least). She gets tanky beyond belief in late-game (via her ultimate, passive, and just Spirit Visage and Dead Man's Plate, she can hit 150-200 MR and Armor, with 4k health), and still does obscene damage.

Yeah.......she needs to snowball hard in order to even work, i am saying that's an issue in terms of champ design. Especially since it hardly ever happens since her ganks are so abysmally bad.

tanky beyond belief? That's Sejuani with over 7000 health and 300 armor from her passive+gargoles stoneplaye, don't even compare the two.
Shyvana dies in under 6 from a frigging caitlyn auto attacking her even with only armor items after 2 damage ones, a caitlyn with no one to help her.
From cait, who is notoriously bad at dealing with tanks, a seju in comparison can tank a cait for 15-30 seconds. cait and her mage friend and support at the same time.
Granted, Sejuani has no damage, at least nothing that is outright threatening towards the enemy team.
Which doesn't really matter for a comparison when Shyv dies too fast to do any damage anyway.
And for Shyv's passive....she can, by getting essentially all the elemental dragons, get like 25 bonus armor+MR.
.....800 golds worth of stats divided between armor and mr......for a passive......meanwhile pretty much everyone else besides kog has something that makes them stronger or lets them survive better. And if the enemy jungler gets a couple of early kills and establishes map control then shyva does essentially not even have a passive.
Even a barrier passive like rakan has would be more useful.
Needing to snowball on a champ that has among the worst ganks in the game......oh and she needs to hit lvl 6 to be really strong 1v1 too.
I am not quite sold on this x)

I've dived into a 2v4 with only a Taric who didn't have ult up and got a Quadra.
Granted I was fed, but still.

She needs to be fed and then she is super hard to play against for the other team.
I did it last night too, being a former main i have some idea on how to get a lead which worked out and i was unstoppable from start to finish being able to dive in 1v3 and get kills and out alive a number of times.
