Honestly I think it's the passive shield that needs to change. Double crit is a strong enough passive.
I think it would be reasonable for him to lose any partial flow without gaining a shield if he takes damage from an enemy champion. His shield should be something he creates purposefully and can use when trading in lane, he shouldn't be able to regenerate it while fighting simply because he's dashing around everywhere. It could open room for other buffs (e.g. less flow to get the shield, or buffs to other parts of his kit) if necessary afterwards.
