Make a New Gamemode called "BURF"

For all the people who complain in Urf, they get to play "Balanced Urf".

So here's the breakdown. This is the current regular "ARURF" buff. Mana and Energy Consumption reduced by 100% +80% Cooldown Reduction on Abilities, Activated Items, and Summoner Spells +25% Tenacity and Tenaciousness +60% Movement Speed and Speed while Moving Attack Speed Bonuses increased by 50% (100% for Ranged Champions) Critical Strikes deal 25% more additional base damage Health Costs reduced by 50% Your attacks have a small chance to rework Ryze. Takes 30% reduced damage from Unicorns.

So now that that's out of the way, we get to change some stuff up to make this balanced.

"Mana and Energy Consumption reduced by 100%" -Oh man, this is definitely busted. Thinking about how this effects the kits of almost every single champion in the game, we're gonna have to reduce this from 100% reduction down to 0% reduction. That should make things much more balanced for all champions so far. This will definitely be a big step to maintain the balance.

+80% Cooldown Reduction on Abilities, Activated Items, and Summoner Spells -Jesus, Riot, how did this one pass through the balance team? Yet another buff which completely throws every champion out of whack. Imagine how ridiculous it would be if all champions had basically no cooldowns on ANY of their skills! Utter chaos! l This one HAS to go down to 0% to maintain the balance.

+60% Movement Speed and Speed while Moving -Now that's fast! I'd argue a bit too fast! I can already see all of the rammus and hecarim's! Moving that fast would completely ruin how the game is played, showing a preference to any champion who benefits from fast movement speed. How about we leave movement speed to boots only, and reduce this down to 0% to maintain the balance.

+25% Tenacity and Tenaciousness -+25% Tenacity seems quite extreme in this current meta. Getting one shot everywhere you go means you don't really have to worry about being slowed or anything. In the case that you DO get cc'd before dying, a bonus 25% tenacity would be way too ridiculous to allow into the game! Gotta reduce this down as well so this one is going to go back down to 0% to maintain the balance.

Attack Speed Bonuses increased by 50% (100% for Ranged Champions) -Whoa!!! This one means most ranged champions can build ONE attack speed item and basically have 2.50 attack speed!!! That would totally ruin the balance of ADC's, giving them much more rooms for pure damage items! Even worse, the same could be said for melee champions who don't build ANY attack speed items and still end up with around 1.5-2 attack speed! This will definitely have to be reduced to 0% for both melee and ranged champions to maintain the balance.

Critical Strikes deal 25% more additional base damage -What?! This would be totally busted on people like Yasuo! Yasuo windwall is busted already, doing this would COMPLETELY ruin the balance! This one is going to have to be removed completely. All the way down to 0% for this one to maintain the balance.

Health Costs reduced by 50% -Wait, if this goes through, them champions such as Vladimir would be receiving a MASSIVE buff! Imagine how insane that would be to completely reduce the cost of ability for a specific pool of champions without changing all of the others! This one is going out the window, right back down to 0% to maintain the balance.

Your attacks have a small chance to rework Ryze. -Now THIS is just ridiculous... Ryze needs a rework BAD, so this needs to be increased WAYYY up to 50%. This is, of course, to maintain the balance,

Takes 30% reduced damage from Unicorns. -This buff is completely balanced and requires no altering. Lets just hope that nobody decides to use the Arcade Hecarim skin, or else they might not have a very fun game...

And that raps up the changes that would need to be made for the "BURF" gamemode! Nothing too major I think. Let's go over it one more time in a TL;DR!
